AIR won't install on Windows 7

I am testing the install of AIR 2.5 on 32bit Windows 7 SP1 machines (32bit) prior to company wide deployment. I need to install this for "all users" and silently. I'm using the latest AdobeAIRInstaller.exe -silent -eulaAccepted

 

The install goes nowhere, and the log shows an unexpected fatal error below:

How do I get past this error ? I'm trying this on a clean build each time (no previous install to remove), and also sometimes on a freshly reset virtual snapshots - also clean - zero other software. There is therefore no residual AIR install or any other software to remove at all... The install will succeed if I run it by hand (double clicking the installer), but I need to install this company wide so I need a solution for a scripted install.  Ideas ?

 

PS: I've read other posts and the registry cleaning / uninstall "solutions", I want to make it clear those are brand new machines with *zero* additional software on it, just Win7 dropped via MDT as we prepare to release those company wide. Can't be more "virgin" than that... I also want to point out I've tried this with UAC enabled and disabled, same error...
