Could Not Create eulaAccepted

When trying to install an AIR app on Windows XP I am getting the following error:

I see the icon for the app on my desktop but when I double-click on the application icon the Adobe AIR EULA pops up.   If I click accept it closes and nothing else happens.  Anyone have  any recommendations?
